Explanation- Balban built a strong army. For this, he established an independent military department, Diwan-i-Ariz. To check the Mongol problem, he took two steps – (1) using diplomacy, he sent his ambassador to the Mongol court, (2) he arranged security for the north-west border. Jalaluddin Khilji was the first Sultan of the Delhi Sultanate who declared that the  rule would be will of subjects.
